Word for word
"Always and inescapably everyone of us underestimates the number of stupid/idiotic persons that circulate"

In proper English
"Always and inescapably everyone of us underestimates the number of idiots around (us)"

The meaning is that there is no one between the non-stupid people who does not underestimate the number of stupid people who walk around us. And this happens always and cannot be changed"

The note just says "The first fundamental law of human stupidity/idiocy". I guess a translation has to have the form of such a "law"/"axiom". It sort of does in Greek

I am not agree with the interpretation of the greek "αναπόφευκτα" and Russian "неизбежно" as well as the Croatian "neizbežno" with the Esperanto word "neekveturinte" nor with the grammar of the translation.
What is meant in the original text is the inevitability of the meeting of the idiots around. So the right-Esperanto word would be "neeviteble.
Anything else: the grammatical form after "cirkau" - then why accusative there?

Well, yeah, "neeviteble" and "cxirkaux nin" are essentially my own objections, which I made several days ago. I wonder how you didn't see that post.
OTOH, I don't know where to find that post either.

if the Portuguese one is right with αναπόφευκτα meaning "unavoidably", that translates in Esperanto by "neeviteble" or "nepre" (instead of "neekveturinte". And instead "ĉirkaŭ nin" it should be "ĉirkaŭ ni".
