The meaning is that there is no one between the non-stupid people who does not underestimate the number of stupid people who walk around us. And this happens always and cannot be changed"
The note just says "The first fundamental law of human stupidity/idiocy". I guess a translation has to have the form of such a "law"/"axiom".
