I doubt that this kind of English is really translatable. One can hardly guess the meaning of the two first sentences.

Somebody is pulling our leg - this isn't even close to English.

I sent a message to the requester asking him to have the writer write it in his/her own language.

He said the writer was a Thai speaker and then he asked me how to ask him to submit it in Thai, so we'll just have to wait.

yeah you are right but how I am I going to evaluate it ..... If the source text is meaningless I believe the translation can't be right as well..
I think source text either should be removed or be changed into something with some sense..
