I'm afraid I don't really understand the phrase in English.
Even if I correct the grammar, I don't know what it means.
"The news is decided upon when they are reapeated"
or
"The news is decided upon when it is repeated"
I have opened a poll as my Turkish is still at a minimum level

| | Probably is supposed to say: The news is decided up on when it is repeated. This would mean that a decision is made concerning news (I suppose like a news paper) when it has more than one source. |

Sirinler, you have completely rewritten the English version and it doesn't seem to say the same thing as the first version.
"News" = information that is given in newpapers, on the television...
"New ones" = not old ones.
Maybe the source text is not too clear?
I've opened another poll. I don't know why the other one didn't work.

also, maybe "decide on" can't give the appropriate meaning, so you can look at it again.. |

and the translation should be this way:
"the new ones decide upon what they repeat" |
