Maybe it means "What is the philosophy behind this?" 4) "how one proceeds" --> "how does one proceed"

	goncin चिठ्ठीको सङ्ख्या: 3706	kafetzou, The original text itself is somewhat awkward. Let's see: 1) "adorning the ceremonies" -> preparing ornaments in the place where ceremonies will take place 2) The Esperanto is clear here, because "tuko" means "(a piece of) cloth". 3) "Its philosophy" refers to the New Year, not to the tablecloth. 4)
