I have doubts especially in ηλιαστών,
for the dictionary explains it as [sunstroke]
but i think it is related to the ancient greek People's Court (Ηλιαία). So it may mean (judge)

so can I transalte it into (judge or judge from people)

in my opinion it's better to use "polis" instead of "city".
