Quand vous écrivez une lettre qui a un caractère administratif, ou un quelconque autre caractère "officiel" (exemple, une lettre à l'administration, à un employeur potentiel, etc..) vous utilisez toujours des points d'exclamation ("!", en Bulgarie?
Je ne connais pas le bulgare, mais cela m'étonnerait...

Hello, tempest, this is supposed to be, in French, the politness formula from the end of some kind of mail someone is writing to an administration, or to a possible employer. Do you use "!" at the end of these kinds of mails in Bulgaria?

I believe you could use "!" at the end of this one.
"Please accept...." definitely allows for the use of an exclamation mark at the end of the sentence. But you can easily go without it as well, because i doubt anyone will notice it anyway.

French text is this kind of text used for very formal mails sent to administration, or an employer, so I guess nobody would use an exclamation mark at the end of this kind of mail.
For personal mails to some friends we use them in France, but never for this kind of official mails. And there's nothing more formal that this kind of mail politness formula in France.
