This sounds a bit weird in English. Let's see if I understood...
The writer is wondering why Spaniards are so cold towards foreigners. She wonders if that happens because they (Spaniards) don't like to speak English or perhaps the writer herself is cooler and friendlier (towards foreigners) than Spaniards are.
