I gave only a glimpse, I think that siculorum isn´t a mistake: "siculi, -orum" are the ancient people form Sicily. So: siculorum civitates = the cities of the Sicilian people.

It's a part of a sentence and there is a verb "verwüsten" (=destroy).
To have destroyed states of the centuries.

Sorry, but in Latin source there is only an infinitive.
Moreover, probably there is a misspelling in it:
siculorum --> saeculorum
The bridge doesn't convey the source.
