Yes, that's literally what it says, although it should be passive "but one is applied in some states", but I think that will mislead the reader into thinking that a tax that does not exist is applied - it sounds weird in English. The way I wrote it, the meaning is conveyed clearly.

But you can't leap over a referent like that in English. If you used "it" in the English sentence, it would refer to the federal inheritance tax.

By the way, what do you mean by saying "as you understand"?
