if the question is 'how much would you pay us for these products?', maybe 'bid' would be better than 'offer'? (I am not sure, other opinions appreciated.)

The first firm wants to buy something from the second again. Therefore they are asking about their "price offer".
On the other side if you want to sell something can you ask to buyer ,'how much would you pay us for these products?"
