Hmm - I think you've got the meaning right, but it might be clearer to say "Something has not been made clear here" rather than "There's an uncertainty here" - am I right about the meaning?

The only problem is that this is still - ahem - unclear in English, because it could mean that the speaker wants to clear up something that had been unclear up until this point, or that it's still unclear. It could even mean that the person wants to leave because the situation is unclear!

I believe that it is clear in Turkish that the speaker wants to clarify the situation. Am I right?

The way i understood the turkish is that the speaker is simply stating that there's an uncertainty and this is the reason for him leaving.
Not that he is clearing up the uncertainty by stating he's leaving although it could be interpreted as that also
