It is so in original:"The traffic problem in Turkey is due to that drivers don't know rules"

I would say, "The problem with traffic in Turkey is that the drivers don't know the rules."

I don't think it's a great sentence in the original. If I were writing it from scratch, I would probably say, "The traffic problems in Turkey are caused by drivers' ignorance of the rules."
