Pirmiausia atleisk man uz toki nerupestinguma ir aplaiduma, jau beveik savaitele kaip tu istekejai ir as nesugebejau tau brukstelt keliu bent zodeliu. Tu man labai atleisk. Ta sestadieni, as uzdegiau Jums abiems zvakele ir buvau su jumis. Dziaugiausi uz jus abu ir labai labai sveikinau.
First of all, please forgive me for such negligence and carelessness, it's been almost a week since you got married and I couldn't write you a few words. Please, forgive me. On that Saturday I lighted a candle for both of you and I was with you. I was happy for both of you and congratulated you.

@ DZuljeta, we are judging the English version, not the original. Despite the lack of diacritics in Lithuanian, does the translation convey the meaning?
I agree with Dzuljeta regarding "and congratulations". This is one of the points I meant by saying "too literal".
Also, the phrase "for such negligence and carelessness" looks like a segment from financial report , keeping in mind that it is a letter to a friend. I would simply change it to "please forgive me for being so careless and oblivious".
