I didn't like "and congratulations."

In my opinion, it should be ..."and congratulated you".

Besides, I don't like "Hello" - "Labukas" is an informal word - maybe "Hi" or "Hey" would sound better

I agree with Dzuljeta regarding "and congratulations". This is one of the points I meant by saying "too literal".

Also, the phrase "for such negligence and carelessness" looks like a segment from financial report , keeping in mind that it is a letter to a friend. I would simply change it to "please forgive me for being so careless and oblivious".
