I'd like to know if the Bulgarian text is as formal as the translation looks?
For an everyday speech that sounds awkward, but if it's some kind of "official" message...

Yes, the text should be formal - the speaker is required to submit those bills in order to prove his (financial) capability and/or eligibility before certain institution. It is an official correspondence (though it is obviously not the strongest suit of the author... )
