The Swedish phrase is incomplete as it doesn't have any locative. It could as well be "...the terrace up on the mountain". To say "the upper terrace" assumes that there is a lower terrace, so I do not know, but mountaineers are very rare in Sweden so I'd stick to "the building" and leave it in present state.
