Actually, I don't see a relevant difference between the versions
We would be saying the same thing just using more words. If the line were inserted in a poem or something I agree we should try to be loyal to the original wording, but for an isolated line, "The time when" or simply "When" is the same.
Do you think that edit is really needed, handyy?

Well, Lili, I thought we should be loyal to the original text, as it is not "meaning only" request. Besides, we don't know for what purpose the requester wants this translation -it could be both a line of a poem or just an isolated line.

Still, you're the expert here; if you think, the edit is not needed, then, let's remain it as it is now!
