Hi Alex,
Yes, it has a conjugated verb. "De ce să o răneşti tocmai pe fata care te iubeşte?" is like Why would you hurt precisely the girl who loves you?"
Why would you do smth bad to someone who loves you?
Perhaps infinitive works also.
