Both are acceptable indeed, "wish to" being very formal. "I wish you all" is the most natural way of putting it, though.
I agree with "I have loved", or even "I have been loving you", depending on the writer's intent (is the loving over, is it a break-up letter?).
Since it says "beaucoup trop" I would put "way too much" and not just "too much".
Literally it reads "the benediction of Ramadan" (the French sentence is quite flowery!!), but the request does say "meaning only" so that part is OK as far as I'm concerned.
