The translation was probably taken from
this page.

I have a problem with one word here "nesci". It can be some abbraviated form of "noscere". If I am right, English translation will be:

"Time is running out for mortals.
And there won't be given to be able to not know twice."

A bit weird and complicated I know...

I found one document on the net some time ago related to this text and it said smth like this:
"Time is running out for mortals and no one is born twice". I am quite sure this is what it was written there, but since you have doubts about "nesci" then it's not a completely clear meaning here.

We'd better ask Efy too, just to have another opinion and perhaps a clearer image of this text's meaning.

If the translation you gave is right, it should be:

"nasci" (from "nascor" - to be born)instead of "nesci"

I've already corrected the Latin request.
I agree with "no one is born twice", though it is not literal translation. Literally it would be
"And there won't be given to be able to be born twice"
