However "specified" and "classified" are the past participle forms of those verbs. You may use "classified" as an adjective derived from "classify", like in "classified advertisements", but the adjective derived from the verb "specify" is "specific", not "specified". I hope you understand that now. So, your translation should read: "The Higher Institute of Specific Studies...
