The English sentence is incomplete (one would expect something like 'after (all this has happened), it was decided etc'. Is the German sentence also incomplete?

I wonder if "Nachdem" could have a different translation. The beginning of the text looks a bit awkward.
Also, if it's an incomplete sentence, shouldn't we use dots to show that?

Hi Yes, I think it could be translated as "once", but sentence is incomplete and without the end doesn't make any sense.
