Kafetzou,
I had already answered to the requester about her question in the comments: the word "organo" could mean in fact "diario oficial" (official [news]paper).

Yep, "órgano oficial" (with a diacritic) is, in this case, an official bulletin. "Un diario oficial" as joanna said.

I think we even say "party organ" in English, but I'll go with "official newspaper".
