The right translation should be:
"Blessed and happy holiday".
Saeed is indeed a name, but in this case it means: "happy".

"Mubarak" in Persian is used for every holiday from "Eid" to birthdays to New Years, and its meaning in those cases is usually translated into English as "Happy ______."
