Well, I wish I knew. It looks like a quotation to me so I would go for a "general statement"-meaning in this one.

In that case I think we should put it this way:
"One has to live, not just exist"

Of course I agree with you. I understood it as a piece of advise for someone not as a general statment and that's why used this form. So in that case I think that lilian canale's version would be better.
