...artist wishes to say more, rather than less. --> artist wishes to say more,
than he can/ is able.
(meaning: he would like to say more, but he can't, he doesn't manage to, he's not able)
Hm. But the text is a bit ambiguous. It can be interpreted two ways.
The other possible meaning is: he would like to say more, but he is not allowed, he's not permitted.
Hm. I would ask the requester for the context.
