North of France people speak this way, "eating" the "e", so it even would be pronounced : " C'que j'pens' "

But in southern France they pronounce it exactly the way it reads, every syllable is pronounced.

Right way it reads, is "Ce que je pense"; "Tout à fait ce que je pense" meaning : "Definitely what I think", "Exactly what I think".
