"c'que je pense" is the pronounced version from "ce que je pense", it is seldom written, the dumb "e" from "ce" is "eaten" by the one who pronounces it.

North of France people speak this way, "eating" the "e", so it even would be pronounced : " C'que j'pens' "
But in southern France they pronounce it exactly the way it reads, every syllable is pronounced.
Right way it reads, is "Ce que je pense"; "Tout à fait ce que je pense" meaning : "Definitely what I think", "Exactly what I think".
