It's another wish without the verb " to wish" (we usually don't utter the verb "wish", but, it's quite clear that that's the one we use). Translation: My dear students, (I wish you/have) courage and good luck!"

Just the imperative form of "Have" would be enough, I guess. No need for brackets.
