This should either be:
1) You don't know who to speak to, or
2) You don't know who you're talking to.
We don't use "whom" (anymore) in this type of sentence.

Okay, I'll change "whom" to "who". The second one doesn't convey the exact meaning of the Romanian sentence, it should have been "Nu ÅŸtii cu cine vorbeÅŸti" for it to be correct.
