Kfeto, "...management of dealing with...."
this is a little heavy. It seems to me that "management" and "deal with" are used in the same way, so it sounds repetitive.
What about this?:
"For a more transparent management of the students' lack of discipline, ..."
or
"For more transparent dealings with the students' lack of discipline..."

And perhaps "a policy" instead of "the policy" if that conveys the original...

its 'the' in turkish i think because litt it says "the policy which is to be implemented'
i awaiting reactions for not litt. translating that bit as it is;-)
