You're right Francky, the verb "to be" is implicit here (Gli ospedali sono..). With an explicit verb, the all phrase should be changed -> Gli ospedali sono a numero chiuso, le ambulanze introvabili, gli esperti vengono interpellati da giorni, gli storici scomodati.
Probably it has been extrapolated from an article.
