Literally this means "take part in the families' sorrow", when something tragic has occured. There is a spelling error in the third word, should be "tza'aram" (or more correctly "tza'aran").
This is a very accepted form of commiseration in Hebrew, and would appear in any text (written or spoken) that relates to tragic circumstances.
