You can't tell in Latin if it is the active or the passive voice. Both are the same: ducĕre - infinitiv form -imperative form. I'd say it is the active voice because we don't have an exclamation sign and the passive voice is not such in use in this kind of expressions in Latin. It sounds more veridic to me: to take smb. to the stars.
