or
fear nothing
or is the expression
ambiguous

In Norwegian, "nothing" = intet
so no, it´s not ambiguous, it does mean "no one".
My only doubt is whether the original should in fact have said "gjør rett, frykt intet" because that is the motto of the Norwegian Air corps.
In this case, it could also be "do right, fear nothing".....
